Justin’s practice covers all aspects of housing, property and local government law. He is the Deputy General Editor of the Encyclopaedia of Housing Law and is the author or co-author of a number of other books and annotated statutes. He has given evidence to the Welsh Assembly (Renting Homes (Wales) Bill) and the House of Lords (housing and the Equality Act 2010) and the All Party Parliamentary Committee on Legal Aid and the Private Rented Sector. He assisted the Labour housing team with the Housing and Planning Act 2016 and the Homelessness Reduction Act 2017. He is the co-author of the Homes (Fitness for Human Habitation) Bill for Karen Buck MP and spent most of 2018 acting for some of the families of the Grenfell Tower disaster and at the Law Commission as part of the leasehold law reform project.
He is particularly familiar with the work of the Leasehold Valuation Tribunal/First-tier Tribunal (Property Chamber) and has appeared in a number of reported Lands Tribunal/Upper Tribunal (Lands Chamber) and Court of Appeal cases concerning leasehold disputes, including most of the major Right to Manage cases.
Public & Administrative
Justin has acted in Supreme Court cases for both occupiers and landlords in major human rights cases. He recently gave evidence to the House of Lords Committee on the Equality Act 2010 and regularly appears in the High Court on Housing Act 2004 judicial review challenges. He is also regularly instructed in relation to judicial review claims against the Upper Tribunal.

Justin was a “Star Individual” for housing law in 2016, 2017 and 2018 Chambers and Partners and is a leading junior in the Legal 500. He is “…technically and academically one of the leading barristers in the trade…” and “…widely recognised as one of the best of his generation…”. He is the Deputy General Editor of the Encyclopedia of Housing Law.
Justin is a noted property practitioner, with a particularly strong practice in leasehold disputes. He is the co-author of Leasehold Disputes and is ranked in both Chambers and Partners and the Legal 500. There is “…no one better for service charge disputes…” and he has been described as “…a walking encyclopaedia…”.
