Jennifer Thelen

Jennifer joined Chambers in 2009 upon completion of her pupillage.
Jennifer has a broad legal background, having practised both corporate and regulatory law before being called to the Bar in 2007. Between 2000 and 2008 Jennifer was an associate in the corporate group at Linklaters advising on US securities and corporate law matters, including multi-jurisdictional equity and debt securities offerings, and cross-border mergers and acquisitions. Between 1997 and 2000 she worked as an associate in the litigation group at Arnold & Porter, New York, where her areas of practice included environmental and planning litigation and regulatory compliance, general commercial litigation and products liability.
Regulatory & Disciplinary Law
Jennifer has participated in two investigations at Ofgem as well as being seconded to the Ofgem legal department. She has also been involved in duty and VAT appeals to the First Tier Tribunal as well as a judicial review of a detention by HMRC.
General Commercial Law
Jennifer has a broad background in commercial law, having advised on contractual as well as regulatory and corporate governance issues in a corporate finance context. Jennifer has experience drafting pleadings, advising on contractual interpretation and appearing in the County Court on contract claims. She has also been instructed in a claim involving mortgage fraud and undue influence. During pupillage she was involved in a trial before the Technology and Construction Court.
Public Law and Local Government Law
Jennifer has experience in a number of areas including planning, local government, immigration and human rights. Jennifer has experience in education law, including clerking Independent School Admission Appeals Panels. She appears before the Special Education Needs and Disability Tribunal in challenges to statements of special educational needs. She has advised on and appeared before the Magistrates’ Court in respect of local authority prosecutions.
Other Areas
Jennifer has appeared in the Employment Tribunal and has advised on a range of employment law matters. During pupillage Jennifer was seconded to a corporate legal department focussing on employment matters. Jennifer has also appeared in the Social Security Tribunal
