Philippa Jackson

Philippa joined chambers in September 2009 upon completion of her pupillage. Philippa is developing a broad practice in all of chambers’ areas, and has a particular interest in public, planning and environmental, local government and employment law.

She accepts instructions in all areas of chambers' work.

Public Law
Philippa is developing a varied public law practice in the areas of community care, immigration, education, planning and environmental law, and human rights. She was recently instructed as junior counsel in judicial review proceedings concerning the extent of consultation duties in a community care context. She has advised and acted in Special Educational Needs proceedings and has undertaken claimant representation in the Mental Health Review Tribunal. She regularly advises Independent Appeal Panels in school admission, transfer and exclusion appeals, and has appeared in school non-attendance proceedings in the magistrates’ court.

Planning and Environmental Law
Philippa regularly advises on planning, compulsory purchase, highways and rights of way matters, and is currently instructed in judicial review proceedings challenging the legality of a grant of planning permission. She has successfully prosecuted environmental offences in the magistrates’ court. During pupillage, Philippa was involved in a number of major planning inquiries, including a four-week inquiry under s37 Electricity Act 1989.

Local Government Law
Philippa has gained broad experience in this area, having undertaken a nine month part-time secondment to a local authority legal department where she has advised on a range of environmental and planning matters, as well as the content and implementation of development plan, complaints, freedom of information and data protection, and Regulation of Investigatory Powers Act 2000 policies.

Employment Law and Other Areas
Philippa has advised and acted successfully in unfair dismissal, redundancy and breach of contract disputes in the Employment Tribunal. During pupillage, she also gained experience in equal pay and direct and indirect discrimination proceedings.
Philippa undertakes a range of civil and commercial work. She appears regularly in county court proceedings and in the bankruptcy and winding up court. She has drafted pleadings in contractual and leasehold disputes and has been instructed in VAT duties litigation.
