Leading refugee, migration and human rights barrister, academic and commentator Dr S Chelvan joins 4-5 Gray's Inn Square
4-5 Gray's Inn Square is pleased to announce that Dr S Chelvan has joined chambers.
Dr Chelvan is a multi-award-winning barrister who specialises in immigration and refugee law before the domestic Tribunals and Courts, and the European Court of Human Rights. Chelvan is a regular legal commentator on asylum, migration and human rights issues, both nationally (BBC News, Sky News, Channel 4 News, Good Morning Britain. LBC) and internationally (BBC World News and Australian Broadcasting Corporation). He is a charismatic public speaker, who provides keynote speeches and training to lawyers, academics, judges, governmental decisionmakers and civil society groups, ranging from conferences and/or training in Sweden (Uppsala University, May 2026), London (Inaugural ELLA conference, September 2026), Norway (November 2026) and Switzerland (September 2027, tbc). He additionally publishes widely, including his contributing chapter ‘Diary of a Strategic Litigation Lawyer: [2010] HJ (Iran) and HT (Cameroon): Beacon of Hope, or Template for Exclusion’ published in February 2026 as part of a volume on ‘Landmark Cases in International Refugee Protection’ (eds Kirsten McConnachie and Sarah Singer, Hart (Bloomsbury Publishing)).
Chelvan is an award-recognised Advocate (Called to the Bar 1999,Inner Temple (Major Scholar)), Academic (Adjunct Professor, Research Centre for International Law and Globalisation, Southampton Law School 1/9/22 to 31/7/29), and Activist (Society Section, The Guardian, '14, The Times ’23 and 'The Times Lawyer of the Week' 12/12/24). Chelvan is ranked as a Leading Junior in Immigration at the London Bar since October 2006, and in 2026 is ranked in both Tier One/Band One by Legal 500 and Chambers UK Bar. Chelvan is peer-reviewed as “an innovative leader… pushing the boundaries of the law…” and “at the top of his game”. He joins chambers with effect from 25th September 2026.
