Returning to the Bar after a period of public sector experience, Caroline now combines her expertise for commercial and chancery work with her recent positions working within the public sector (local government and higher education). Caroline has extensive advisory and litigation experience which she combines with sector insight to provide clients with valuable and practical advice informed by having done the job.
As General Counsel, Monitoring Officer and then Commercial Director for a local authority (including the period during the Covid response), Caroline has extensive practical insight into the inner workings of government, including regional reorganisation. With responsibility for legal, regulatory, complaints and investigations, elections (during a particularly active period), information governance, procurement and property, Caroline’s experience brought her into contact with all areas of the council’s activities and she implemented a new Scheme of Delegation (including financial regulations) whilst in post).
As Deputy General Counsel for a large university, in addition to overseeing all legal matters, including litigious issues (including employment tribunals), Caroline also gained first-hand experience of the challenging interplay of competing compliance and regulatory matters including Freedom of Speech, Academic Freedom, Prevent and Safe-guarding and student discipline. She again drafted and implemented a new Scheme of Delegation and collaborated with colleagues to revise and update the financial regulations that flowed.
Caroline has also spent some time working for a big four consultancy where she delivered public sector operating model transformation, including technology implementation. Caroline honed her knowledge of stakeholder and third party collaboration across local government commissioning and procurement and NHS projects.
Caroline specialises in all areas of housing, landlord and tenant and property matters. She appeared regularly in County Courts and the Property Chamber of the First Tier Tribunal on all matters from urgent applications to week long trials.
Caroline has a breadth of court experience in commercial and chancery matters, including property, trusts of land and corporate and personal insolvency. She has written for Gore Browne on Companies and Tolley’s Insolvency Service.
